The Apprenticeship Scheme in the Malta Public Service

The Apprenticeship Scheme of the Malta Public Service is a structured programme that combines practical on-the-job training with formal education.  The Scheme is run in collaboration with the Malta College for Arts, Science and Technology (MCAST), which is the main vocational centre on the island. This Scheme provides students with opportunities across different sectors and roles within the Malta Public Service, both in terms of personal development and also future job opportunities with the Public Service. The Institute for the Public Services (IPS) plays an essential role in attracting talent within the Public Service, by ensuring that these schemes help young people and job seekers gain industry-specific skills while working under the guidance of experienced professionals in the Public Service.

During 2024, IPS engaged over 120 students with the Malta Public Service reading for MQF levels 3 up to 6 in the Apprenticeship Scheme. Currently, IPS has various apprenticeship employment opportunities opened at MCAST for the next intake in February and June 2025 and is aiming of engaging an additional 150 apprentices across multiple sectors.

It is worth noting that last year, the highest number of apprentices came from the Advanced Diploma programmes in Marketing, Computer Systems and Networks, and Business Administration. This year, IPS observed an evolving employment market demand, highlighted by internal research aimed at identifying essential apprenticeship opportunities for the 2025 intake. There was a notable increase in interest from Ministries for students pursuing studies in Business Administration, Accounting, and Applied Science. In response, new opportunities were also identified in Automotive Repair (Body & Paint), Joinery, Furniture Design & Manufacturing, and Heating, Ventilation, and Air Conditioning (HVAC).

In conclusion, by aligning opportunities with evolving market demands, this scheme empowers apprentices to build meaningful careers while contributing to a skilled and adaptable workforce. Initiatives like these issued by IPS ensure that Malta's Public Service continues to invest in talent development, fostering growth and innovation across diverse sectors.
