Training and Development


The mission of the Institute for the Public Services (IPS) is that it 'seeks to identify and develop the full potential of Public Officers through research, training and development'.  Training and Development, as a major function within IPS, aims to foster and, where appropriate, provide training and development activities and approaches which help the Malta Public Service to deliver economically, efficiently and effectively, policies and programmes which meet the requirements of the government and the citizens of Malta. 

The overall aim is to institutionalise training in and for the Malta Public Service. In other words, IPS exists not merely to run training courses, but to make training an integral part of the management of Public Administration as well as regulate the training function. Responsibilities include the capacity building of public officers and in improving the image and esprit de corps of Government organisations providing them with the necessary skills to be able to deliver an efficient and effective service to the public.

The Institute applies various methodologies when delivering training including classroom training, workshops, practical training, and e-learning.

Apart from offering a wide range of programmes for new recruits as well as incumbents, Training and Development also offers customised training which caters for specific ministry and departmental needs.  IPS staff are happy to meet with you to discuss your needs as well as organise the sessions on your behalf where necessary.

Training Opportunities


LATEST ISSUE OF THE IPS PROSPECTUS arrow

Applications for IPS courses open periodically through the IPS Prospectus website, www.ipsprospectus.gov.mt. The website also provides detailed information on each course.

Information regarding courses that are currently open for applications is available under the section Courses currently open for Applications.  Public officers also receive periodic communication from IPS regarding training courses that are open for application for their grade/ scale.

Mandatory training such as induction is not open for applications.  Directors responsible for HR of each Ministry inform IPS of officers who are required to attend this training.​


Managers and supervisors are encouraged to contact IPS with any training needs not covered by the IPS Prospectus.

Customised Training

​​Training is only one means of addressing a variety of issues, from skills gaps, to poor performance or service standard​s. It is however, an effective and flexible tool, if properly used. Taking a blanket approach is, more often than not, a waste of effort and resources. Training leaves a greater impact if it is designed with specific objectives in mind. As a manager, you may be experiencing issues with staff or with the performance of the department in general. It could also be the case that you have been tasked with restructuring or adopting a radical change in direction and function. It is also natural to sometimes feel out of your depth when you are asked to draw up a business case or operating procedures, conduct a restructuring or risk assessment exercise, adopt key performance indicators and quantifiable targets or even take on board the new assessment procedures. All of this could be addressed through training. More importantly, the right training can be identified and provided through Action Learning workshops, Peer Training, coaching and focus groups. IPS staff are happy to meet with you and discuss your needs and even organise the sessions on your behalf. A number of ex​amples are listed below.
