ESF+.03.345

A Career of Service – a lifelong learning experience within the Public Administration

This project provides training for public officers in various areas both locally and abroad. Public officers will have the opportunity to learn through academic sponsorships, seminars, conferences, vertical training and placements, and put into practice the knowledge gained at their place of work. This is a way forward for the Public Administration to have a better skilled workforce.

The project aims to invest in training, learning and development opportunities in line with the mission of the Institute for the Public Services and the Operational Programme, under the call which has the specific objective of lifelong learning and career transitions.

It will attempt to target the investment through the following components:

  1. Academic Training
  2. Upskilling and reskilling of employees who are either engaged in technical areas or who are technical experts wishing to move to lead positions or who need to fulfil new roles in accordance with the exigencies of the Service
  3. The international perspective: local events with foreign experts, events abroad, job shadowing opportunities, including internships and placements
  4. Vertical training: this will assist ministries with specific training projects that are particular to their needs in areas which are not necessarily within those focused on in the project but do nonetheless fall within the lifelong learning and   career transitions objective. 

Academic Sponsorships


Following the ESF04.085 project success in sponsoring a good number of participants in Academic Courses, IPS have launched this component once again. Total budget for this activity shall be that of €1,500,000 and shall be on a first come first served basis. A call for applications has been issued.  This is a rolling call.  

Areas of Sponsorship: 

Level 8 - PhD
Level 7 - Master’s Degree or Post-Graduate Diploma/Certificate
Level 6 - Bachelor’s Degree
Level 5 - Undergraduate Diploma, Foundation Degree or Undergraduate Certificate

Applications have to be sent to IPS together with: 

  • Information on the course content; and an​​
  • Unconditional Letter of Acceptance by the University or Institution.

International Events


Following the successful implementation of the ESF 04.085 project, through which nominated Public Administration officers were sponsored to attend international events, the Institute for the Public Services (IPS) is re‑launching this activity, this time under Project ESF+0.0345.

The funds allocated for this activity shall be administered on a first‑come, first‑served basis. A call for applications has been issued and will remain open until the available funds are fully exhausted. IPS will issue a notification circular to this effect.

International events include, though not exclusively, seminars, conferences, workshops and forums. Specialised short training courses held abroad will also be considered, provided that their duration does not exceed two (2) weeks. Meetings are not eligible for sponsorship.

Applications should reach IPS together with the documentation listed in the circular. 

For events held outside the European Union, applicants must provide a separate letter annexed to the application form, endorsed by the Permanent Secretary, justifying/explaining why the applicant requires to attend this course/event specifically outside the EU. A justification is not required if the event is held in the EEA/EFTA countries (Iceland, Liechtenstein, and Norway), or the United Kingdom
